what is an hmo?

A House in Multiple Occupation — or HMO — is a property occupied by three or more people from more than one household who share facilities such as a kitchen or bathroom. Common examples include shared student flats, professional house shares, and bedsit-style properties.
HMOs are subject to significantly more regulation than standard residential lets, both in terms of licensing and ongoing property management standards.

Licensing Requirements in Scotland

In Scotland, all HMOs must be licensed by the relevant local authority before they can be legally occupied. This is a mandatory requirement under the Civic Government (Scotland) Act 1982 and applies across all Scottish councils including Glasgow City Council.

Licence duration is typically three years, after which renewal must be applied for in advance of expiry to ensure continuous lawful operation.

Operating an unlicensed HMO is a criminal offence. Landlords found doing so can face a fine of up to £50,000, and may be deemed no longer fit and proper to hold a licence in the future — effectively ending their ability to operate HMOs in Scotland.
